Privacy
The following items of information from student records may be released by Henderson Community College without the consent of the student unless the student has notified the Dean of Student Affairs in writing that he or she objects to such release: name, address, telephone listing, date and place of birth, major field of study, dates of attendance, degrees and awards received, and the most recent educational agency or institution attended.
Family Educational Rights & Privacy Act of 1974 (FERPA)
"The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education."
Guided by FERPA, HCC has always adhered to the policy
not
to discuss the student's academic progress, grades, class schedule, etc. with a
parent or anyone
other than a teacher or administrator at Henderson Community College with a "legitimate educational interest."
Portions of the KCTCS policy related to student records (found on page 59 of the
KCTCS 2004-2005 Catalog) -- are noted below:
"In general, the records maintained by the college are available only to the student, to college personnel with legitimate educational interests, to other institutions where the student is seeking financial aid, and to authorized representatives of the Comptroller General of the U.S., the Secretary of HEW, or an administrative head of an education agency, in connection with an audit or evaluation of federally supported programs, and as provided by Section 164.283 of the Kenturkcy Revised Statutes. However, information may be released by the institution to appropriate persons in connection with an emergency if the knowledge of such information is necessary to protect the health or safety of a student or other persons. Records may be disclosed without consent to officials of another school in which a student seeks or intends to enroll."
"Records may also be furnished in compliance with a judicial order or pursuant to a subpoena or with the consent of the student."

"FERPA gives parents certain rights with respect to their children's education records.
These rights
transfer to the student
when he or she reaches the age of 18 or
attends a school beyond the high school level. Students to whom the rights have transferred are 'eligible students.'"
